If you have the correct OS and you still are not being prompted to upgrade or install Xcode, it most likely means you previously had either a Beta version installed, or you installed a previous version from the Apple Developer web site. It doesn’t need to be the latest version of Big Sur. To install Xcode 13, you will need Big Sur (11.3 minimum). If Xcode 13 is not appearing for you in the App Store, it is possible you do not have the current OS installed. Xcode 13 was released on Septemand has been tested as compatible with building Loop. Only install the Released version of Xcode, which as of the time of this writing is 13.
